Ähmm, was baust Du eigentlich? Wieso steht bei Dir Matthias Klose als
letzter Bearbeiter drin? Und wieso wird configure nicht mit --with-hbci
aufgerufen? Hast Du diese Befehle ausgeführt?

% sudo apt-get install build-essential
% sudo apt-get build-dep gnucash-hbci
% apt-get source gnucash-hbci
% cd gnucash-hbci*
% dpkg-buildpackage -rfakeroot -B -uc
% sudo dpkg --unpack ../gnucash-hbci*
% sudo apt-get install gnucash-hbci
