Accounting standard for "one month ago"

I get paid twice a month, on the first working day of the month, and on the 
first working day after the 15th.  I have a car payment that is 
automatically deducted from my account at the end of the month -- defined 
as the last weekday of the month.  This month, I'm getting paid on the 1st 
and the 16th and paying my car loan on the 31st.  Next month, I'll be 
getting paid on the 1st and 18th, and paying my car loan on the 29th.
