It's something that rlb (Rob Browning) is working on.  Since the
change from 'damount'/'price' in splits to 'damount'/'value', we have
lost the ability to store pure price quotes with no buy or sell in the
engine.  There was an argument that they were just clutter anyway, and
didn't belong in the accounting framework because they didn't represent
accounting events. 

Rob is moving quotes into a separate simple database (nothing fancy,
just some sort of hash-table-based thing in memory and some code to
load and save as XML) which will clean up to some extent the interface
between gnc-prices and the engine and should make it easier to do the
sort of lookups of prices and exchange rates that we are talking
about.
