Do you really need to call gnc_split_register_configure() in order to
determine if there is anything to do?  (I haven't looked at the code,
yet).

Agreed.

Perhaps..  But I personally hate it when my window manager thinks it
knows better than I do where to place a new window.  So I'd rather it
ask me to place it.  This works fine in most cases, except where the
window immediately unrealizes itself ;)
