Timespec <-> string functions?

It really doesn't look like it would be too hard... Timespec's are
supported elsewhere in C, scheme, XML, and SQL -- it would just
require tying it into one more (set-of?) place(s).  I agree that
having a Timespec kvp-type would be useful in the long-run.
