gal/gtkhtml not being found

trying to get 163 going but for some reaons configure is being stubborn about
finding my 'installed' versions of both gtkhtml and gal.....

checking for db_185.h... yes
checking for db1/db.h... yes
checking for xmlElemDump in -lxml... yes
Unknown library `gtkhtml'
Unknown library `gtkhtml'
checking for main in -lgal... Unknown library `gal'
no
