This is as the software currently exists... There are two options, actually:
[ ] Create Automagically
   [ ] Notify me of such

With the option to be nullified if there are ad-hoc variables in the
debit or credit fields of the template transaction [which, thus, cannot
be automatically created].  There are other creation options, as well,
but what you're describing above already exists.
