Accounts for cvs.gnome.org are always given for the whole CVS server. They 
don't have any means of providing CVS access only for specific projects. If 
you would definitely like to commit a lot of changes for the translations, 
you might ask the Italian gnome team http://www.it.gnome.org/i18n/ for 
details about CVS accounts. 

But in the meantime make-gnucash-patch should work fine.
