Changing mailing list subscription policy

Perhaps a set of:
        gnucash-devel
        gnucash-announce
        gnucash-help

I'm not exactly sure what a "gnucash-discuss" would be..  What would
people discuss there (that probably shouldn't be on the -devel list)?
