I'm working on a TRANSLATIONS-HOWTO document, which could either be 
combined with the current po/README or a seperate file such as 
po/TRANSLATIONS-HOWTO.

These instructions are just one part of that document.

It isn't finished yet, I'll send in a rough draft soon.
