Sorry for not getting back earlier -- the answer is YES, if people ask then I 
would definitely encourage them using the GNU Translation project. It simply 
takes care of a whole bunch of stuff (po file versioning, current 
translator-in-charge and so on). However, there only was this problem that 
it's a little bit tricky to submit a translation template something like two 
weeks before a new version number will come out... For translators who want 
to reach 100% again within such a time frame it would be necessary to grab 
their own gnucash.pot template. The contribution of their translation can 
just as well be done through the Translation Project -- but because of this 
minor quirk I can't yet advocate the Translation  Project as the 
one-size-fits-all overall solution.
