Yes, this is in fact what I have found. For minor releases I pick up a
new .pot file directly from the CVS after the string freeze (if we have
one) and then submit the translation through the Translation project.
For major releases of course, there is usually plenty of time (since the
string freeze comes at least 2 weeks before the release) and the
Translation project system works very well: the .pot file arrives by
email in plenty of time to do the translation and return it via the
Translation robot.
