OK. I discussed this with Derek on IRC and he's right that there is no
reason to not make the html at 'make all' and just have the source
distribution include only the xml files. So I changed the xmldocs.make
script to do that. Linas you should now get the html conversion done
during 'make' without the need to run 'make install'
