Release of GnuCash stable version 1.8.4

1.8.4 was supposed to be a quick release because qif import was broken
in 1.8.3.  In the interim (due to a delay in getting 1.8.4 out) the
developers fixed a large number of other bugs, too.

I don't want to commit to a 1.8.5, but it's likely to happen at some
point in the future.  Regardless, send in translations early/often to
make sure they get into future releases.

PS: There should have been few string changes between 1.8.3 and 1.8.4,
but I don't know for sure.
