Norwegian translation

Hi,

I have started to do some updates on the norwegian translation. How, and
to whom, should I submit my updates?

I have emailed with Kjartan Maraas, currently listed as maintainer of
the norwegian translation, and he suggested that I submitted the updates
directly.

Also, should I submit the complete updated files, or should I generate
patches?
