Release of GnuCash Docs version 1.8.3

Hi Chris and Jon,

Not sure if this is particularly important, but on the "About this
document" page in the latest docs release the History section only
lists up to release 1.8.1...

It is also missing in
    http://www.gnucash.org/docs/v1.8/C/gnucash-guide/titlepage.html
