Progress toward Budget module

I have attached the updated budgeting patch.  It has been modified to
use the new QOF object structure and fix some naming conventions that
Derek mentioned on the last patch.

I have also added a couple brief notes to the GNOME2_STATUS file. 
Basically the budgeting functionality is working with the major
exception being, you can not currently save a budget to the file. 
Otherwise you can create budgets, modify values, etc all from the GUI
found under Actions->Budgeting Workbench

Sorry for having taken soo long in getting this patch submitted.  It
seems life lately has not left alot of time for my own hacking
projects.  This is however slowly changing so hopefully over the coming
weeks I will be able to spend more time on this and get it to a more
polished state.
