QOF code question?

QOF is an offshoot from the GnuCash Project, where this framework is a deep, central component. QOF is basically the GnuCash "engine" with all of the financial objects removed. As such, QOF is "tried and true", and has proven its worth. However, this SourceForge project is listed as "alpha" because much work remains to be done, including the expanded support for SQL backends, scheme wrappers, and many other features. Currently, the QOF code is kept manually in sync with the GnuCash code; at some future date, the QOF core will be removed from GnuCash.

The above is from the Gnucash website. What does it mean that the QOF code is kept manually in sync with the GnuCash code?
