small cvs speedups (and slightly improved security)

GnuCash CVS users,

I've made two small configuration changes to the CVS server that
should slighly improve security (using LockDir) and also speed up CVS
a bit (LockDir is a tmpfs).  Please let me know if you have any CVS
access problems.
