TaxTable problems in CVS HEAD?

I will point out that it's VERY likely that HEAD is broken.  I don't
use it regularly, and it's very possible that someone made some
changes that broke it.

You're welcome to keep it on-list for now; it will probably get
ignored in bugzilla for a while.
