NEWS and other lost bits from 1.8

11508 isn't needed because trunk supports UTF8...  This change
would cause locale problems.

9696 isn't needed because we're (probably) proving away from that
help-topics method  (although we might want to pull down this change)

As for 9794 -- yea, that should be pulled into trunk.
