Doxygen on cvs.gnucash.org

Okay, this has all been fixed.  The docs should be built
nightly from the trunk.  Thanks to Neil for the pointers
for doing this outside the build system.

PS: It should even pull in changes to doxygen.cfg automatically,
so long as you don't require additional changes to Makefile.am to
make additional substitutions.
