Modifying currency fractions has no effect?

What is the purpose of the drop down box to modify the commodity fraction when 
creating a new account?

Should this drop-down list even be visible when the user has selected a 
currency for the account? Why allow users to modify the fraction of a known 
currency?

The current (svn + 1.9.5) behaviour is that if the user chooses a currency 
(like the Hungarian Florint) that has a fraction of 1 and then changes that 
fraction in the same dialogue (because they can) to 1/100, gnucash ignores 
the dialogue setting when using the account. Entering 12.99 in a withdrawal 
from such an account results in the transaction showing only 12 - just as it 
does in an account where the fraction has not been changed in the dialogue.

Is this a gnucash bug? If so, which is the proper behaviour?
