Neil, 

I've reverted r13797 in r13811 because r13797 contains many unrelated
changes and they're not adequetely described in the commit message.
Please break the commit into logical units (looks like 6 to 8 here)
and commit each one with a svn commit message describing the change.

Also, note that r13797 reverted changes made by other
developers. (e.g. the changes to kvp_frame.c) Those changes were
intentional and correct.  Please recall that we have decided against
any sort of "API freeze" at this time for qof code.  In fact, we
haven't even agreed on what the qof code API would include if it
_were_ frozen.  So, please leave those changes out of your re-commit.
