FC3 platform target

When we say we are targetting FC3 as target platform, does that mean a
completely default FC3 or a regularly updated FC3?
I can't build gnucash on my vanilla FC3, gtk+-2.0 is being reported as
(slightly) too old. I have 2.4.13 and ./configure is complaining about not
having 2.4.14. It then mentions libglade-2.0 >= 2.3.6 (I have 2.4.0),
libgnomeprint-2.2 >= 2.8.0 (2.8.0) and libart-2.0 >= 2.3.11 (2.3.16). So it's
just gtk that's actually causing it to fail.
It appears that the goffice dependencies brought in gtk+2.0 > = 2.4.14:
configure.in:936
goffice_gtk_reqs="
gtk+-2.0 >= 2.4.14
I guess I'm the only one using a completely default FC3 as this change was
made quite a while ago, back in r12096
http://svn.gnucash.org/trac/changeset/12096#file3
I don't tend to build gnucash on it often, I'm afraid, mainly because it's an
incredibly underpowered machine (which is also why I haven't updated it from
the point of install).
I can test with 2.4.13 if it's worth it.
