Did you actually try to login? If you do, don't you see the radiobox
choices including "Resolve bug, changing resolution to Fixed" and a
"Commit" button below? If you see those you can just click them. If
someone complains, that other someone can still reopen that bug at a
later point in time.
In other words, there is no "ownership" of the bugs. Any of the gnucash
developers can open and close any other bugs. The "ownership" rather
refers to a loose promise saying "I'm responsible and I hope to do the
work at some point in time".

You can do this yourself. Make a query on Linas, and choose "reassign to
chris shoemaker" on each of the bugs.
