XML conversion druid question

Hi,

I'm trying to figure out the problem in a recent bug:

Unusual encoding presented when running the xml conversion druid in
spanish localization

In spanish localization the xml conversion druid presents a cyrillic
encoding, which isn't related in any manner with spanish.

I suppose it should shown UTF, ISO8859-1 and iso8859-15.

Questions:

- How is chosen the encoding in the XML conversion druid? Can it be changed from the localized .po file?
- How can I force that druid to show up? Is it the druid that helps import data from Gnucash 1.8.x to 2.0.x?
