Search for this string in your po file:
#. Translators: Please insert encodings here that are typically used in your

msgstr "ISO-8859-1 KOI8-U"
and obviously you need to replace the msgstr with the encoding you mentioned.

Open a file in gnucash-1.8.x and save it. The next time you open that file
with SVN/1.9.x, it will present that wizard.
