Search for this string in your po file:

#. Translators: Please insert encodings here that are typically used in your
#. * locale, separated by spaces. No need for ASCII or UTF-8, check `locale 
-m`
#. * for assistance with spelling.

msgid "ISO-8859-1 KOI8-U"
msgstr "ISO-8859-1 KOI8-U"

and obviously you need to replace the msgstr with the encoding you mentioned.

Open a file in gnucash-1.8.x and save it. The next time you open that file 
with SVN/1.9.x, it will present that wizard.
