I kinda thought this, too.   There are arguments in both directions.
Using a gettext style translation, it means you /know/ when you have
outdated content.  If the content changes then the translation fails
and you get an immediate notification that you need to update the translation.

On the other hand, full-page translations are arguably easier to do,
but you run the risk of having an outdated translation in the face of
changes to the content.
