svn trunk - tax report appears to fail on "reload"/rerun

Has anyone else observed that the Tax Report/Tax Export appears to have
"broken" in the latest svn (svn r15123) trunk?

2.0.2 appears to function normally.

Symptom is that the first run works normally, if "reload" is pressed -
the message; 

WARNING: There are duplicate TXF codes assigned to some accounts. Only
TXF codes with payer sources may be repeated.

Code "" has duplicates in 29 accounts:

Occurs on both i386 & x86_64 system FC6, updated.
