number-to-word not as translatable

Hi David,

as discussed on IRC I'd propose to not mark the number-to-word code as 
translatable because, as the comment in the code says, adding a word-by-word 
translation is almost surely wrong for almost every language. I only know 
German and French, and in both cases the number-to-word rules have different 
exceptions than English. German: "23 -> Dreiundzwanzig", literally "three and 
twenty" instead of the other way round; French: "91 -> quatre-vingt onze", 
literally "eighty eleven". So that a word-by-word translation doesn't help at 
all. 

If you agree, could you please apply the attached patch? Thanks a lot.
