You need to install `pkgconfig`. :)

These days, that's a pretty fundamental package ... if you don't have it
installed, you might not have a bunch of other stuff installed.  Are you
building this through fink or macports ... and if not, why not?

You'll not often find a good answer to problems like this by examining
the filesystem for individual files, as it's usually the entirety of a
package that's required.
