[PATCH] Additional DBI bits for win32 packaging

HI Phil!

Please find attached a patch against trunk/packaging/win32 that adds the
bits necessary to package the sqlite3, dbi, and dbi-drivers files in the
installer. Could you apply this when you get a minute?
