I've commited this with some modification as r16779.   In particular, your
whitespace didn't match existing conventions.  I also pulled the magic "101"
value out into a #define GNC_SPLASH_PERCENTAGE_UNKNOWN in gnc-splash.h.  It's
marked for backport.  Thanks! :)
