I noticed this too.  I've created a patch attached to 
<http://bugzilla.gnome.org/show_bug.cgi?id=579621> which syncs some of 
these settings with gconf.  I didn't do anything about adding them to 
the preferences dialog, but you can set them using gconftool or the 
equivalent and GnuCash will honor them.
