Possible improvement to budgets using budget rules

I'd like to thank all those that have already provided feedback on the
budget rules idea!  I appreciate it.

For those that are curious what the application looks like when
running, I have included a screen shot of it in action.  (Remember,
this a prototype not a full-blown app. :) )
