Windows nightly build for 08/23 failed

I saw that deceptive statement.  The revision number was still at 18268 when it should have been 18273, suggesting the new changesets didn't make it in.

I think this is the same lack of a header file for Windows as in changeset [18238] by cedayiv on 08/05.
