We might consider allowing uploads to the wiki for this purpose.
I wasn't thinking specifically of upgraded templates (although
templates for different local tax rules would definitely be appropriate
for inclusion into GnuCash).  Different color schemes, however, you're
right -- those probably don't need to be included.
