Release 2.3.15 soon? What's still missing for 2.4.0?

Hi,

I the Bug 118391: https://bugzilla.gnome.org/show_bug.cgi?id=118391, should
be fixed before 2.4.0.

It seems very close to the finish. It works on Linux already. The only
problem is that it not works on Windows, even though the isocodes is already
in place. So, maybe it's just a minor problem. It's an user interface's
change,  user will notice the difference, so I think it's better to fix it
before 2.4.0.
