I see what you mean. I information was based purely on what I found in 
gnucahs-htdocs and the missing 2.2 tag.

So:
* I have tagged 2.2, based on r16312 (as it basically says it is 2.2)
* Then I tagged r18423 as gnucash-docs 2.2.1. This is the last revision
  that does not contain documentation for a 2.3.+ feature.
* I have rebuilt the documentation based on this revision and updated
  the gnucash website to use it.

That should get the 2.2 documentation as far as it can.
