Updated account wizard and po files for Latvian

Hello!
Please replace attached updated files for Latvian:
1. ../accounts/lv/acctchrt_business.gnucash-xea
Fixed on more account type for wizard

2. ../po/lv.po -- updated with new pot template from revision 19437.
Translated few new and fixed several existing strings.
