Let's really release 2.4.0 soon

Sounds good. What, if anything, is required for a 2.4.0 official release over
and above 2.3.X RC release?
As usual, I'll do the tarballs and release notes.

The subject says it all: We don't have any further bug with milestone 2.4.0
open, with the exception of 4 documentation issues:

However, (almost) nothing happened on the documentation parts for the last 3
weeks. I suspect it is going to stay this way for the weeks to come. Hence, if
we don't want to delay the 2.4.0 release of the *program* forever, we must
admit we won't have the documentation completely up to date but nevertheless
we release the program because it is stable enough.
Hence, I propose to release 2.4.0 ASAP, e.g., this weekend: December 18th.
The next documentation and translation updates can follow in early January.
But if we don't step ahead with 2.4.0 *now*, we won't see it before January
due to the Christmas / Holiday break. Please please go ahead and release it
now.
