Gtk Base Version for Gnucash-2.6

I'm going to see if I can build an updated webkit binary for win32 soon.
Unfortunately, it's a bit of an adventure.  It is made easier if I use
the right fedora vm with mingw-gnome packages for most/all of the
dependencies.
