[MAINT] GnuCash services planned downtime around Feb 15-18

Hi,

I'm planning to move the hardware that runs the GnuCash everything
server from its current location in Boston, Massachusetts to a new
location in Atlanta, Georgia.  This migration will take place in
mid-February.  Expected downtime is about 12 hours but as with all major
migrations it could take longer; it could be out for as much as 36
hours.

This outage will affect all access to SVN, Trac, Wiki, Email, Email
Archives, IRC Logs, and the build services.  Web site access
(www.gnucash.org) will not be affected.

Before the outage I will send out another email, make an announcement on
IRC, and place a notification on the website.  I'll send out further
announcements once services are back online.

Note that the exact date/time of when the services will go down is yet
TBD.  The current PLAN is to shutdown around 8am on Wed, Feb 17, but
that could change last minute.
