Thanks for applying this patch! As this patch just barely missed the 2.3.13 
tag, doesn't this mean that in the 2.3.13 tarball the C (=english) account 
templates are broken because they will be overwritten by the Latvian ones? In 
that case we should probably (unfortunately) consider re-tagging and re-
releasing a 2.3.13 or maybe better a 2.3.14 (in order not to confuse the 
version numbering) so that the english account templates keep working, right?
