Why Two sets of Documentation?

A lot of places truly do not have internet access. Or the access is expensive and damn slow.

Example is my country .

As a somtimes offline user I dislike this idea - apps going that way get 
dropped as unusuable on my computers.

There are still places in the world, where it is really expensive or 
impossible, to go online.
