Why Two sets of Documentation?

I agree with Frank.  The context-sensitive help should be included in
the app.  They can ALSO be on the web, but the app shouldn't have to go
to the web to see them.  Disk is cheap.  Certainly cheaper than the
network in some parts of the world.
