It was not working for others due to a Makefile issue that has since
been fixed.

Again, this was the Makefile bug that has since been fixed.

This is because there's no general translation in Japanese and instead
it's using the raw NMZ templates.

This is due to UTF8/ISO which is somewhat beyond our control, due to the
mix-and-match of the mail archives.
