The other thing I would consider for "Export to" vs. "Save As" would be
what gnucash considered the "Active Session" for additional input as
well as the file that gets re-opened when gnucash is shut down and
restarted.
I would expect that "Export to SQL" would not cause GnuCash to re-open
the file on restart.
