Win32: 2.4.5 tag build failed.

I did fix the mis-named tag-build log and manually restarted the build_tags.sh 
script (in exactly the same circumstances as the script would normally run). 
It is running now and seems to get past the RegEx error from the previous run.

Let's see if this one finishes properly.
